FROM THE DESK OF MAYOR STEPHEN PAPE

Dear friends,

I appreciate the opportunity to serve as your Mayor and I want to say thank you for the trust you placed in me by allowing me this great honor over the past four years. I hope you agree that we have come a very long way as a Community. It is now your time to serve the community by taking the time to cast your vote for Mayor and Council Members. If the election shows that I am your choice, I want everyone to know what to expect. I have listed some key areas on which I plan to concentrate:

COMMUNICATION : I will use my new web page (www.stephenpape.com) to better communicate directly with the Citizens of Glenn Heights and receive your feedback. My phone number will also remain listed as it has been for the past four years.

WATER & SEWER BILLING: I will work to establish a water and sewer billing policy that is fair and equitable for all Glenn Heights residents. I am convinced that the current water metering policy needs to be revisited. I will continue to explore every possible way in which we can lower the water and sewer rates including selling surplus water to our neighboring cities.

MAYORAL LEADERSHIP: I will continue to provide independent leadership based on my own experience, background, and integrity. I will continue to owe all loyalty to those that have elected me to this position and will be accountable to you alone while working with the City Council.

RESTRAINT IN POWER: I am a believer that the government should have as limited a role in our life as possible. I will continue to resist the never ending onslaught of laws that the Council is tempted to adopt. We live in a country where people love freedom and every law passed takes away some of that freedom. My question will be "why?" for every law we are asked to adopt.

SMART GROWTH: I will work to plan and carry out "smart expansion" projects. By "smart expansion," we will look at the needs of the City's existing neighborhoods and build our utility expansion plans in a way to meet these needs. For example, Top of the Hill farms is getting fire hydrants and Stone Creek is getting more water because we worked with the builder of Heritage Heights for oversize piping. The City is only out the cost of connecting the developments and over size piping costs. "Smart expansion" means identifying the needs of the City and working to bring development, amenities, and businesses that will meet those needs.

TRANSPORTATION ISSUES: I will work to keep road rebuilding and intersection improvement budgeting and planning as a top priority. We will need help with some of these projects so I will do everything within my ability to see that we include major road reconstruction for Glenn Heights in the next Dallas County Bond Program.

I also wanted to use this letter to address some accusations that have been circulated about town concerning my record as your Mayor. I realize that most people do not have time to attend Council Meetings and probably would never take the time to go through volumes of City records and tape recordings. My accusers were mistaken in thinking I would let their accusations go unchallenged. If you looked at my record, and visited with the people with whom I have dealt over the past four years you would find the following:

I HAVE PERSONAL INTEGRITY: I have never used my position as Mayor of the City of Glenn Heights to promote my business or benefit myself financially in any way. I have met with dozens of builders, business owners, and investors concerning Glenn Heights and I have never used the meetings to promote my business. In fact, most of them don't have a clue what I do for a living. I have not solicited, or bid on, air conditioning or electrical work for any major home builder working in Glenn Heights.

I AM CONSERVATIVE WITH YOUR MONEY: I have been consistent in my stance on borrowing and spending your money. I could not support a $2.1 million bond program two years ago because we only needed $1.5 million. Also the Council majority refused to list the specific project(s) on which all the money would be spent in spite of repeated requests by myself and others for them to do so. Hundreds of people signed a petition and took time to vote and they said NO to "blank check borrowing." Late last year, the City Council defined a project, dedicated the funds solely for that project, and notified the community of our intent to borrow the $1.5 million we were told we needed. No voting petition was circulated and not one objection was heard. Following the proper public notice period, the City Council voted unanimously to act.

I AM CONSERVATIVE WITH ZONING DECISIONS: I have been consistent in my votes and leadership on zoning issues in Glenn Heights. The record is clear that I have consistently voted for low density single family developments and have vigorously fought to remove the high density apartment, quad-plex, zero-lot-line, and dense single family zoning that had been approved across the entire City by previous City Councils. However, I do believe in obeying the laws of the State of Texas and even my personal goals and opinions must follow the law of the land. I took a stand to keep the City out of legal trouble in Stone Creek by encouraging the City Council to negotiate with a land owner rather than be forced to pay for illegally affecting his property. I do not feel the need to apologize for this effort because I still feel it was my duty to try everything possible to find a win/win solution for the City and the landowner. My stand on this issue has been intentionally distorted by another elected official in an attempt to extend his political career at our expense.

Again, I want to thank you for taking the time to read this lengthy letter. The decision on who is to be your Mayor over the next two years and what direction your City will take is a decision that you must make. I ask you to take the time to vote on Saturday May 6th between 7:00 AM and 7:00 PM or early vote between now and May 2nd between 8:00 AM and 5:00 PM. All voting is taking place at the Glenn Heights City Hall at 1938 South Hampton.

Do you know where to vote? (revised 4/22/2000)

Glenn Heights voters often find it harder to know where to vote than how to vote due to our City being split by two counties, two school districts, two Texas Senate Districts, two State Representitive Districts, and two Congressional Districts. We probably have more county, state and national representation than any other City of our size in the nation. However, many of these entities have elections at different locations and times. On May 6th, those living in Dallas County will be able to cast both their School and City ballots at Glenn Heights City Hall located at 1938 S. Hampton. Those located in Ellis County will have to vote on the Mayoral and Council election at City Hall and then travel to Shields Elementary on Ovilla Road to vote in the School Board election. Early voting for the City election is at City Hall between now and 5:00 pm on May 2, and early voting in the DeSoto School Board is at DeSoto Civic Center and Red Oak School Board is at the Red Oak ISD's Administration building near Red Oak High School. DUAL CAMPAIGN EFFORTS

I am involved in two campaigns for Saturday May 6th. The obvious one is my effort to begin my third term as Mayor of the City of Glenn Heights. The second campaign is for outgoing Councilman Gary Jean who decided not to seek re-election to the City Council but rather to run for the DeSoto Independent School Districts' Board of Directors. Gary Jean has asked me to serve as his campaign treasure and I want to encourage you to help as well. There are many ways in which you could help and since I'm the treasure, money is one of the ways! Let me or Gary know if you would like to help. GO-GARY!

 

Yard signs.(revised 4/22/2000)
Thanks to those of you that have asked to display yard signs. I currently am about out of signs but I really do appreciate your willingness to display your support. Remember that signs won't win the election. Please take time to vote. I have heard some disturbing news of some signs disappearing from some of the candidates. I absolutely respect the right of all candidates and their views to be displayed and I condemn the actions of anyone that would cause damage or theft of political signs whether they be mine, my opponents, or any other candidates. Finance
Fortunantly it does not take a whole lot of money to run a campaign in Glenn Heights. However, there is a little expense and I would welcome the participation of individuals that are willing to give because they believe I am the right person for the job.
